Responsible leadership and public accountability
Clear responsibility. Accountable action.
Cameroon Development and Education Foundation (CADEF) is a community-focused nonprofit based in Limbe. Our governance framework connects member participation, Board oversight and day-to-day management with our responsibility to children, families, communities and the partners who support our work.
Our Constitution sets the authority of our governing bodies. Organisational decisions and delegated responsibilities remain subject to that framework.

How CADEF is governed
General Assembly of Members
Provides the member-based foundation of CADEF’s governance and considers matters reserved to members under the Constitution, including major constitutional and organisational decisions.
Board of Directors
Provides organisational oversight and policy direction, supervises management and reviews CADEF’s operations and performance. Matters requiring Board approval remain subject to that approval.
Executive Management
Led by the Executive Director, manages day-to-day activities, implements authorised decisions and coordinates programmes, personnel, resources and institutional reporting.
Leadership and delegated authority
Elvis Nganje Ikome — Executive Director
The Board’s resolution of 8 October 2026 confirms the Executive Director’s institutional representation and signing authority within the Constitution, Board decisions and applicable financial controls. Delegation does not override powers reserved to the Board or General Assembly.

Accountability in our work
To communities and participants
People affected by our work should understand our activities, how decisions affect them and how to raise concerns. Our feedback page explains reporting options, response times and review routes.
To donors and partners
CADEF’s governance and policy framework addresses authorised use of resources, evidence-based reporting, safeguarding and clear partnership responsibilities. We welcome proportionate due-diligence requests.
For safeguarding and integrity
Our public guidance explains expected conduct, protection from harm, confidentiality and reporting wrongdoing. Sensitive concerns require careful handling and an unconflicted response route.
For learning and improvement
Feedback, programme evidence and management review help identify gaps and inform improvements. Public results should distinguish documented achievements from plans and avoid unsupported or overlapping claims.
Policy ownership and oversight
Policies define responsibilities and the controls needed to apply them. The responsible owner coordinates implementation and review; management follows up on gaps; the competent governing authority approves changes.
Controlled policy copies identify their approval date, version, responsible role and review date.
